1996 State Aid for Transportation

After receiving and reviewing the FY 95 End-of-Year Reports and based on the level of state aid appropriated this fiscal year, we have certified the local aid entitlements for pupil transportation. All six of these transportation entitlements will be pro-rated at 35.19% and you will shortly receive payment for:

Enclosed with this memorandum, you will find summary schedules of each district's entitlement, prior year adjustment, pro-rated entitlement and net payment. You will also find detailed calculations of each district's entitlements with an explanation of the different formulas.

Pupil Transportation Reimbursements

Chapter 71, Section 7A

Line 1: The average membership, less the tuitioned-in membership of the regular and occupational day programs, plus the regular day tuitioned-out membership.

Line 2: The number of local children attending non-public schools within the Commonwealth.

Line 3: Line 1 plus 2.

Line 4: Line 3 times $5.

Line 5: The operating expenditures for transporting regular day riders and in-district occupational riders at least 1 1/2 miles to public school.

Line 6: The depreciation cost for vehicles used for these services.

Line 7: Line 5 plus 6.

Line 8: The eligible public school riders.

Line 9: Line 7 divided by line 8.

Line 10: The operating expenditures for transporting riders at least 1 1/2 miles to non-public schools.

Line 11: The depreciation cost of vehicles used for these services.

Line 12: Line 10 plus 11.

Line 13: Eligible non-public school riders.

Line 14: Line 12 divided by line 13.

Line 15: The lesser of line 12 or of (line 9 times line 13)

Line 16: Lines 7 plus 15.

Line 19: Line 7 minus (line 1 times $5).

Line 20: Line 15 minus (line 2 times $5).

Line 21: Line 19 plus 20.


Chapter 71, Section 7B

Lines 1 to 16: These expenditures and riders are reported in the same way as those in column 1 for transportation services using public carriers. There is no local share or depreciation.

Line 17: Number of days when instructional classes were conducted in the district.

Line 18: The assessment paid by the city or town to support a public transit authority.

Line 19: Line 7, or 18 or 20 cents per day, per rider, whichever is the least.

Line 20: Line 15 or 20 cents per day, per rider, whichever is less.

Line 21: Line 19 plus 20.


Chapter 71, Section 16C

Lines 5 to 16: The regional school district expenditures and riders are reported in the same way as those in column 1 for regular transportation.

Line 19: The public entitlement is 100% of line 7.

Line 20: The non-public entitlement is 100% of line 15.

Line 21: Line 20 plus 21.


Chapter 74, Section 8A

Lines 5 to 7: The expenditures and depreciation incurred in transporting riders at least 1 1/2 miles to out of district vocational schools.

Lines 8 and 9: The riders and average cost are reported only for your information and are not used in the calculation.

Line 16: Equals line 7. No private school expenditures are reimbursed.

Lines 19 & 21: 50% of line 16.


Chapter 71, Section 37D

Lines 5 to 7: The expenditure and depreciation incurred in transporting riders for the purpose of reducing racial imbalance.

Lines 8 & 9: The riders and average cost are reported only for your information and are not used in the calculation.

Line 16: Equals line 7. No private school expenditures are reimbursed.

Lines 19 & 21: Equals line 16.


Special Needs and Bilingual Transportation Reimbursement

Line lA: The expenditures for the transportation of pupils under the provisions of Chapter 71, Sections 7A, 7B or 16C.

Line lB: The riders transported under such provisions.

Line lC: lA divided by lB.

Lines 2 to 9, Column A: The expenditures for the transportation of pupils to and from special needs programs.

Lines 2 to 9, Column B: The pupils so transported.

Lines 2 to 9, Column C: Column A divided by Column B.

Lines 2 to 9, Column D: Column C minus line lC.

Lines 2 to 9, Column E: Column D or state-wide limit, whichever is less. The state-wide limits are shown on the next page.

Lines 2 to 9, Column F: Column E plus line lC, times Column B.

Line 10, A, B, F: Sum of line 2 to 9.

Line llA: Expenditures for the transportation of pupils at least 1 1/2 miles to bilingual program.

Line llB: Bilingual pupils so transported.

Line llC: Column A divided by Column B.

Line llD: Column C less line lC.

Line llE: Column D or state-wide limit, whichever is less.

Line llF: Column E Plus line lC, times Column B.
