Notice of Public Comment

Pursuant to its authority under M.G.L. c. 69, s.1B, and c. 71B, s.5A, and in accordance with the Administrative Procedure Act, M.G.L. c. 30A, the Massachusetts Board of Education is soliciting public comment on proposed amendments to 603 CMR 10.00, School Finance Regulations Download PDF Document Download MS WORD Document

The proposed amendments will implement changes in the process used to calculate special education reimbursements under the so-called "circuit breaker" program. These changes are primarily to conform to recent statutory enactments (St. 2004, c.149, ss.128-129). Under the new procedures, district reimbursements will be calculated based on the eligible costs incurred in the prior fiscal year, rather than the costs for the current fiscal year.

Written comments on the proposed amendments may be submitted to John J. The deadline for submission of public comment is Friday, October 1, 2004. The Board is expected to vote on the proposed amendments at its regular monthly meeting scheduled for October 26, 2004.
