  • Update on the FY07 special education reimbursement ("circuit breaker") funding reductions

    The Governor has rescinded the $2.3 million reduction in Circuit Breaker reimbursements. We are still in the process of conducting audits of claims filed. Consequently, we are not ready to update the schedule of projected payments. Districts should continue to use the projected payment amounts Download MS EXCEL File on the website until further notice. The preliminary payment estimates assumed a 72% reimbursement rate. As a result of this action districts may receive additional reimbursement above the posted 72% as part of the 4th quarter distribution in June. Final payment amounts will be posted here when all audits are complete. Please direct any questions to Jay Sullivan or Jeff Wulfson in the ESE school finance office.

    The Governor's recent 9C budget cuts included a $2.3 million reduction in funding for special education reimbursements under the circuit breaker program. Because we are still in the process of conducting audits of claims filed, we are not ready to update the schedule of projected payments. Districts should continue to use the projected payment amounts Download MS EXCEL File on the website until further notice. The preliminary payment estimates assumed a 72% reimbursement rate. As a result of the funding reduction, it appears unlikely that the final payments will reach the statutory 75% rate. Additional information will be posted here when it becomes available.   • The FY 07 Circuit Breaker reimbursements listed here Download MS EXCEL File are for local fiscal planning purposes. The first two payments will be made according to this schedule. As required by statute, we will be auditing a number of districts throughout the fall and once the audits are complete, we will post final reimbursement and payment amounts in the spring.
