FY'05 Circuit Breaker Claim File

We have uploaded the FY'05 Circuit Breaker claim files to the secure portal. These files will be the basis for reimbursements to be received in FY'06 and were the subject of training sessions conducted statewide the week of January 10-14.
In an effort to eliminate duplication of effort, individual district files have been populated with information based on the last placement for the student in the final FY'04 claim. This information needs to be updated with information on the student's placements in FY'05.
In order to estimate the amount eligible for reimbursement in FY'06, update the file and check the total in the Net Claim column in the Sum_All tab of the file. This amount is the basis for reimbursement. Full reimbursement would be 75% of this amount.
Extraordinary cost increases
There are additional funds available to those districts that have experienced greater than a 25% increase in costs reimbursable under this program. To determine if your district reaches this threshold, update the FY'05 information in the file and compare the FY'05 adjusted total costs column in the Sum_All tab of the file to the amounts in the Allowable Claim Amount column posted on our website as final FY'04 costs at http://finance1.doe.mass.edu/seducation/04cbfinal.xls . Changes from the FY'04 file
We have determined that the rate used in the In-District category Specialized Service provided by Non-Professional Staff who have received specialized training was vastly overstated. This category of costs has been adjusted to reflect a more accurate rate.
All OSD approved programs received a 3.29% rate increase in FY'05. That same rate increase has been applied to all In-Districts cost categories as well.
