FY04 Circuit Breaker 3rd Quarter Payment and Final Update

Memorandum

We have posted two files for each district on the Department's Security Portal . The first file named 04CB3RDXXX represents a breakdown of students claimed and calculates an annualized reimbursement. You may notice that this file could contain claimed students for which you are not receiving reimbursement. There were instances where no reimbursement was paid. 1) Students claimed under "Pending Sole Source" for which we were unable to determine that an Application for Pricing was filed with the Program Quality Assurance unit and 2) students whose cost did not exceed $29,320. We experienced considerable difficulty calculating foundation thresholds for this population and rather than delay reimbursement until a solution could be found, we decided to hold reimbursement until the 4th Quarter, and finally, 3) students who are shared between districts. Reimbursements for these students will be made in quarter 4.

The second file is the final update claim file named 04CBFINXXX. This file is based on the most recently updated claim submitted in May. Please download the file, review the data, make any necessary changes, and upload the file by July 16, 2004. This data is necessary to calculate 4th quarter final reimbursements under this program.

Third quarter reimbursements for the FY04 Circuit Breaker program and payments were processed today. Along with this memo, we are posting a spreadsheet listing these payments on our website .
