Grants and Other Financial Assistance Programs: FY2009

Academic Support Summer Enhancement Grant - Summer Program (July 1, 2008 - August 31, 2008)
Fund Code: 625-B

Purpose:

The purpose of these state supplementary summer programs is to enhance academic support in English language arts (ELA) and mathematics for students in the classes of 2010-2012 who have not scored at the proficiency level on their most recent ELA and/or mathematics MCAS, in order to help these students meet the Competency Determination for a high school diploma. Programs will develop and pilot replicable models in one or more of the following areas:

  1. high quality curriculum and pedagogy that encompass grade appropriate learning standards;

  2. Educational Proficiency Plans (EPPs) for eligible students; and

  3. Community Service Learning projects with a focus on targeted learning standards. These services are to supplement currently funded local, state, and federal programs.

Requirements:

Funded programs will carry out one or more of the following activities.

  1. Convene a professional learning community to develop skill building instructional modules that help students understand the concepts in the selected learning standards on the 10th grade ELA or mathematics MCAS. These groups must create and pilot learning modules during existing summer programming. Refined versions are expected to be used during FY2009 Academic Support Programming (September 1, 2008 - August 31, 2009).

  2. Create, modify, or use existing career/college models that address the requirements of the Educational Proficiency Plan (EPP) for students in the Classes of 2010-2012 and beyond and pilot these templates with eligible students. (Department sample EPP Templates and the MASS Career Plan are available upon request.)

  3. Incorporate Community Service Learning projects into Academic Support programs. Applicants interested in this option must: (a) have staff who attended a CSL 101 workshop on February 28, March 5, or March 6, 2008; OR (b) partner with [or be] an existing Department-funded CSL district (Fund Code: 354 and/or Fund Code: 355); OR (c) consult with Department of Elementary and Secondary Education staff with expertise in CSL.

Additional requirements

  1. Proposed products are expected to be piloted during the summer of 2008 (July 1 - August 31, 2008) in the applicant's and/or in a partner's district, school, or collaborative.

  2. Proposed groups are expected to meet an adequate number of times during the development of the required product(s), with additional time for piloting and refining the product(s).

  3. Proposed products will include a description of the development process, strategies, assessment, and resources relevant to its implementation.

  4. All funded entities must develop and share electronically with the Department a product (standards-based learning module, EPP Sample Template, or CSL Academic Support project outline) by September 30, 2008.

  5. All funded entities must submit individual student data information on students involved in the piloting of the proposed product. Data must be submitted through the Department's Security Portal by September 30, 2008. Details and instructions will be provided to all grant recipients and will be posted to the Academic Support Data Collection web pages.

Eligibility: Eligible lead applicants are school districts, approved special education schools, and collaboratives that submitted applications and/or Letters of Intent for FY2008 Fund Codes: 632 and/or 625. Each district may be a part of only one application (either as the lead applicant or as a partner). Partners are encouraged (but not required) for all fund uses. Partnering entities should be listed on a Schedule C form (provided with the application) and may include, but are not limited to: other districts; approved private special education schools and collaboratives; One Stop Career Centers; work and learning programs; institutions of higher education; and service learning alliances.
Intent to Apply:

ADDITIONAL REQUIREMENT: By Friday, March 14, 2008, a written Intent to Apply for this summer enhancement grant funding must be submitted.

Funding: Approximately $550,000 is available through this fund code. Up to $5,000 is available to each eligible district and $2,000 to each eligible approved private education school or collaborative.
Fund Use:

Funds may be used for:

  1. stipends for development and piloting of module(s);

  2. stipends for teachers and partners implementing the funded activities in the summer program(s);

  3. consultant and contract fees to provide program-related professional development; and

  4. relevant instructional materials and resources.

Funds from this grant may not be used to pay students in any of the programs.
