Grants and Other Financial Assistance Programs: FY2009

Workplace Education
Fund Code: 538

Purpose: The purpose of this grant program is to provide contextualized ABE/ESOL basic skills workplace instructional services to those who are lacking the basic foundation skills expected of a high school graduate and/or are limited English proficient.
Priorities: The priority is to support programs that provide services that are delivered through partnerships among businesses, (including labor organizations), workers, and education providers, supported by a combination of state and local matching resources for a maximum of three to five years.
Eligibility:

Eligible recipients are those programs that were funded in FY2006 and FY2007 and can document evidence of continuing need in the workforce for Adult Basic Education instruction (unless the project has reached the end of its grant cycle).

The following programs must provide a minimum of 32 weeks of instruction and enroll a minimum of 5 students per class.

  • Cambridge Community Learning Center/Neville Center

  • North Shore Community Action Program/Brooksby Village

  • Quinsigamond Community College/UMA Medical Center

  • SEIU Worker Education Program/Boston Public Schools

  • University of Massachusetts at Amherst/City of Westfield

  • University of Massachusetts at Dartmouth/A.J. Wright

  • University of Massachusetts at Dartmouth/Haskon

  • Northern Essex Community College/Local 888

  • Quinsigamond Community College/Westborough State Hospital

  • SEIU Worker Education Program/Radius

  • South Berkshire Education Collaborative/Kripalu Yoga and Health

  • Voice and Future Fund/Union Consortium

  • Dimock Community Services Corporation/Dimock Community Health Center

  • Jewish Vocational Services/Legal Sea Foods

  • Quinsigamond Community College/Worcester State Hospital

  • SEIU/South Boston Community Health Center

  • SEIU/Middlesex Community College/Local 888 Union Consortium

  • UMASS Dartmouth/Brandon Woods Nursing Home

  • Asian American Civic Association

  • Boston Public Schools/Maloney Properties

  • Creative Workplace Learning

  • Quinsigamond Community College/Glavin

  • Quinsigamond Community College/UMASS Medical School

  • 1199 SEIU Training and Upgrading Fund - Cape Cod Hospital

Funding: Continued funding of partnerships is subject to adequate state appropriations and performance. See Table 1  Download MS WORD Document  Download PDF Document.
Fund Use: Funds must be used for collaborations among businesses (e.g., consortia linked to specific industries or geographic locations), union-based partnerships, and employees to provide educational services to enhance workers' ability to meet current and emerging job requirements and/or to obtain job advancement. Funds must support the development of curricula based on current and emerging workplace contexts and be responsive to business and worker self-identified goals as specified through the workplace needs analysis and worker input on the Planning and Evaluation Teams.
