Perkins IV Secondary Postsecondary CVTE Consortia

Introduction: The Massachusetts Department of Elementary and Secondary Education is soliciting proposals from community colleges that would be lead agencies for consortia that appear on the Perkins Secondary Postsecondary CVTE Consortia Membership List 2008-2009 to be posted at http://www.doe.mass.edu/cte/techprep/.
Purpose: The purpose of this federal program is to link secondary career/vocational technical education to postsecondary career/vocational technical education consistent with the requirements set forth in the Carl D. Perkins Career and Technical Education Improvement Act of 2006 Public Law 109-270 (Perkins IV.)
Priorities:
  • Each consortium will provide activities and services consistent with the community college Department-approved Perkins IV Five-Year Secondary Postsecondary CVTE Linkage Consortium Plan.

  • Each consortium will implement the tech-prep performance indicators.

Eligibility: The community college that is the lead agency for the consortium is eligible to submit one Perkins IV Five-Year Secondary Postsecondary CVTE Linkage Consortium Plan and one Standard Contract Form and Application for Program Grants.
Funding:

Funding for each community college is based on the allocation formula described in the Massachusetts Perkins IV Secondary Postsecondary CVTE Linkage Manual 2008-2009 to be posted at http://www.doe.mass.edu/cte/techprep/.

The Department will notify each community college of its allocation amount.

Funding is from Title II of the federal Carl D. Perkins Career and Technical Education Improvement Act of 2006 Public Law 109-270 (Perkins IV.)

Date Due: A rolling submission period has been established for submission of the required forms. In order to be reasonably assured that funds will be available by the beginning of the school/college year, the required forms should be submitted by Friday, June 20, 2008.

Additional Information: The Perkins IV Five-Year Secondary Postsecondary CVTE Linkage Consortium Plan Package contains the instructions and template for the Plan. The package will be emailed to community colleges.
Submission Instructions:

Submit the following items as directed:

  • mail two paper copies of the Perkins IV Five-Year Secondary Postsecondary CVTE Linkage Consortium Plan, each with original signatures;

  • email one copy of the Perkins IV Five-Year Secondary Postsecondary CVTE Linkage Consortium Plan;

  • email a copy of the Part I - Standard Contract Form and Application for Program Grants - General - Signature Page and Part II - Budget Detail Pages; and

  • mail a Signature Page with an original signature of the Community College President.
