| Purpose: | The purpose of this state-funded grant program is assist schools in developing violence prevention programs to enhance school safety for gay and lesbian students consistent with the Education Reform Act and the Board of Education's 1993 Recommendations on the Support and Safety of Gay and Lesbian Students. These recommendations include:
establishing local non-discrimination policies;
offering teacher training on violence and suicide prevention;
forming gay/straight support groups; and
extending school-based counseling services to family members of gay and lesbian students.
Particular emphasis is placed on the Board of Education's Recommendation #3 regarding starting high school gay/straight alliances. In addition, schools that wish to support existing alliances will receive strong consideration. |
| Priorities: | Priority will be given to proposals that:
develop and implement programs that start or enhance high school gay/straight alliances;
develop and implement programs that include gay and lesbian students of color and students for whom English is a second language (ESL);
assist schools that have not applied for funds previously; and
support schools that show evidence of districtwide safe schools policies. |
| Eligibility: | School districts may apply for funds for one or more high schools. Please provide separate program and budget narratives for each school and combined budget detail pages for the district. |
| Funding: | Approximately $100,000 is available. A district may apply for a grant up to $1,500 per high school. |
| Fund Use: |
Line item 2, Stipends, may include up to $500 for Gay/Straight Alliance Advisors subject to local collective bargaining agreements.
Line item 5, Contractual Services, may include money for training or speakers.
Only in-state travel is allowable under this grant.
Line item 7, Travel, shall only include travel expenses for adult advisors.
Line item 8, Transportation of Students, shall only include student travel expenses, including buses and registration fees.
Line items 3, 4, 9, and 10 are not applicable to this grant.
Funds are limited to grant activities that are consistent with the Board of Education's 1993 Recommendations on the Support and Safety of Gay and Lesbian Students http://www.doe.mass.edu/cnp/GSA/safegl.html, the implementation of the amendment to Chapter 76, Sec. 5, and the Access to Equal Educational Opportunity Regulations as well as the implementation of related suicide-prevention and violence-prevention efforts. This grant program shall not be used to fund sexuality education programming. |
