| Purpose: | The purpose of this federal grant program is to provide funds to improve the educational performance of limited English proficient students by assisting these students to learn English and meet state academic content standards. |
| Priority: | The priority is the development of a district English as a second language curriculum. |
| Eligibility: | This opportunity is available to districts that:
receive Title III funds; and
can convene a Curriculum Development Team of 4-6 people, comprised of:
the ESL Director;
another district-level administrator (e.g., Curriculum Director, Science Department Head, Mathematics Coach, Humanities Coordinator);
1 or 2 English as a second language teacher(s); and
1 or 2 content teachers who teach students in the same grade span as the ESL teachers in (c.) above;
can commit to the team's attendance at a two-day meeting at the Department of Elementary and Secondary Education (Department) in Malden on July 9 and 10, 2009;
can schedule three days of in-district meetings prior to the start of the 2009-2010 school year;
can commit to the team's attendance at a Report Out Day at the Department on December 3, 2009;
can commit to the team's review of the Guide for Developing a Content-based ESL Curriculum (see: www.doe.mass.edu/ell/cdguide/), conduct a needs analysis, and conduct a review of current district materials used in ESL instruction at the grade levels of the ESL teachers on the team; and
can complete Parts I through IV of the Application as described in the Required
Forms section, below.

| Funding: | Districts that meet the eligibility requirements may apply for grants of up to $5,000. |
| Fund Use: | Funds are to be used in the development of a district-wide ESL Curriculum and are not to be used as continuation funds for ESL curriculum development grants previously awarded. For this purpose, Title III districts that received these previous grants (summer 2007, summer 2008, and January 2009) are referred to as Cohort 1. |
