Grants and Other Financial Assistance Programs: FY2008

Massachusetts 21st Century Community Learning Centers Program Exemplary Programs Grant

Purpose: The purpose of the federally-funded Massachusetts 21st Century Community Learning Centers (21st CCLC) Exemplary Programs Grant is to support the establishment of exemplary Community Learning Centers that continue to operate during out-of-school hours and provide students with academic enrichment opportunities along with other activities designed to complement students' regular academic programs. Also, Community Learning Centers may continue to offer literacy and related educational development to families of these students.
Priorities:

Program priorities include developing a statewide network of exemplary 21st CCLC programs that will provide peer support, training, and technical assistance, and that will serve as learning labs for new and existing 21st CCLC programs across the Commonwealth.

Additional priorities include exemplary program elements outlined in Addendum A.

Eligibility: Only grantees that received Massachusetts 21st CCLC funds in FY2003 (as well as the corresponding continuation grants in years two through five) and have met all grant requirements are eligible to apply for these funds. Applicants can only propose to serve sites (or a subset of these) that were funded through the FY2003 five-year grant award.
Funding:

Applicants may apply for up to an amount equal to 65% of their original FY2003 grant award (not including any amounts for pilot/enhancement projects). Applicants are required to submit a plan for sustaining and/or enhancing the amount and quality of services offered in the FY2003 grant's final year (FY2007), along with a plan for a 20% match in funds requested.*

* Due to federal budget cuts, grantees in year five (FY2007) received only 85% of their original FY2003 award. This is why in FY2008, funded grantees with 65% of the FY2003 funds plus a 20% match of funds should be able to provide a similar level and quality of services as offered in FY2007.

If applicants propose to offer fewer sites than were funded previously in FY2003 (or to offer fewer services), they must deduct a proportional amount from the total request and provide an explanation for this choice.

Continued funding for this grant in years two (FY2009) and three (FY2010) will be based on:

  1. yearly progress updates;

  2. timely submission of required data that demonstrate the maintenance of attendance levels and program quality;

  3. evidence that the grantee is working towards sustaining the program beyond the grant period; and

  4. submission of a yearly reapplication.

Recipients are required to submit data to the Department of Education three times each year on students who are enrolled in programs and who are being provided services funded by this grant. Details regarding data submission will be provided to all grantees.

Fund Use:

Funds must be used solely to continue to support 21st CCLCs funded originally in FY2003 and must address the Purpose and Priorities detailed above.

Programs/services that may be funded under this grant.

  1. Academic enrichment activities that support and contribute to academic achievement

  2. Academic enrichment activities that assist in closing the achievement gaps where they exist currently

  3. Mathematics and science education activities

  4. Arts and music education activities

  5. Entrepreneurial programs

  6. Community Service Learning

  7. Tutoring services (including those provided by senior citizen volunteers) and mentoring programs

  8. Activities for limited English proficient students that emphasize language skills and support academic achievement

  9. Inclusive after-school activities for students who receive special education services that emphasize social skills and support academic achievement

  10. Health education and physical activities

  11. Telecommunications and technology education programs

  12. Activities that promote parental involvement and family literacy

  13. Assistance to students who have been truant, suspended, or expelled that emphasizes the student's adjustment and supports academic achievement

  14. Drug and violence prevention programs, counseling programs, and character education programs

Funds may be used to pay for staff and coordinator salaries; contracts with provider agencies; professional development activities; stipends for professionals, students, or family members involved actively in the delivery of services; transportation; and program materials. No more than 22.5% of the total program budget may be used for coordination and administration and no more than 10% may be used for program materials. Districts or agencies including indirect costs in their budget proposals can use their most recently approved indirect cost rates. If the approved rate is higher than 5.0%, the agency can use only a maximum rate of 5.0% for this grant.

  3. Consultation with Public/Private Schools - Applicants are required to consult in a timely and meaningful way with local private school administrators about their students' needs and how those needs can be addressed via the 21st CCLC program. Applicants must provide equitable services to public/private school students and their families, if those students are part of the target population. Grantees are required to keep on file documentation regarding annual consultation with private schools.

  4. The pages must be numbered, single-spaced, printed only on one side, with a one inch margin. The font should be Arial and the size should be no smaller than 10-point type. It is in the best interest of the applicants to ensure that the application is easy to read, developed logically in accordance with the selection criteria, and addresses each question fully.

  5. If desired, additional support materials (beyond required forms) may be submitted with the application but must not exceed five pages. Letters of support are not required.
