Grants and Other Financial Assistance Programs: FY2008
Pathways One Stop Career Center Initiative

| Purpose: | The goal of this state-funded grant program is to provide options that address the unique academic, employment, and career needs of post-12th grade students (Classes of 2003-2007) who need further academic support to attain the skills necessary to pass the MCAS in order to complete the state required Competency Determination for high school graduation. The services designed as part of this initiative will leverage a region's existing opportunities for academic support services in English language arts and mathematics. Outreach and services may additionally be offered to seniors (Class of 2008 students) who have not yet earned their Competency Determination. These services are to supplement currently funded local, state, and federal programs. |
| Priorities: | Funding will be given to One Stop Career Centers proposing to serve regions not already scheduled to receive FY2008 funds through Fund Code: 627 (School Year) and/or Fund Code: 626 (Summer). However, consideration will be given to regions funded previously (prior to FY2008), but not scheduled currently to receive funds during FY2008. In addition, priority will be given to applicants that:
promote student academic achievement by maximizing access to a) academic support services in English language arts and mathematics, as well as b) related support services available in the service delivery area. Proposed initiatives must develop a process to provide identified students with intake, assessment, ongoing support, and data management to monitor student progress;
demonstrate strong partnerships with Local Workforce Investment Boards, community colleges, and other relevant partners;
propose innovative recruitment, extensive marketing, and outreach to post-12th grade students to establish a network of contacts as part of the initiative design;
have the capacity to serve post-12th grade students from both local and regional areas;
demonstrate staff experience in working with an at-risk population [examples of demonstrated experience may include participation in Connecting Activities, Communities and Schools for Success (CS2), Workforce Investment Act older youth services, or other related older youth services]; and
coordinate service delivery with other available resources, where they exist, in a service delivery region. This coordination may involve school districts, Connecting Activities, Workforce Investment Act services, CS2, and other related student services. Whenever possible, service providers should be knowledgeable of, coordinate with, and further develop existing educational plans such as Individual Student Success Plan (ISSP) documents from school systems and any existing Individual Service Strategy (ISS) documents developed as a result of services received through the Workforce Investment Act. |
| Eligibility: | One Stop Career Centers working in collaboration with Local Workforce Investment Boards, community colleges, and other partners (e.g., community-based organizations, etc.) are eligible to apply. |
| Funding: | Final grant recipients and award amounts will be determined based on the identified purpose of the grant as well as the quality of proposed programs. All funded One Stop Career Centers will receive a Fund Code: 627-B/626-B grant to cover School Year as well as Summer planning, activities, and services.
Funded One Stop Career Centers will receive up to a maximum of $55,000 each for both School Year and Summer planning activities and services. Providers can apply as a consortium and for an amount exceeding the funding cap of $55,000 per grant, taking into consideration the number of sites in the consortium. Funding is not limited to one per region. |
| Fund Use: | Funds may be used for salaries for program coordination, staffing for direct services and planning, counseling programs and services to educate parents and high school students on post-12th grade academic support service options, consultant and contract fees to provide program-related professional development, and program supplies. In-kind contributions and other funds to support this grant program are encouraged greatly. A maximum of 15% of the total amount of the grant may be budgeted for supplies. A maximum of 20% of the total budget may be used for the sum of administrative, management, and indirect costs. |

Pathways Narrative Evaluation Guidelines ( ) and Pathways Activity Data Report ( )
Program coordinators must use the Pathways Narrative Evaluation Guidelines to report on the overall effectiveness of the program and the Pathways Activity Data Report generated through MOSES. The Narrative Report and Pathways Activity Data Reports are due on July 31, 2008 to report on the School Year program time period and September 30, 2008 for the Summer program time period.
Grant recipients will be required to attend a technical assistance session prior to implementation of the program (most likely in December 2007).

An Excel file with information on individual students served is required to be submitted through the Department's Security Portal. This Excel file is due on June 30, 2008 to report on the School Year program time period (627-B) and September 30, 2008 to report on the Summer program time period (626-B). Details will be provided by the Department to all grant recipients and will be posted to the Academic Support Data Collection web pages - http://www.doe.mass.edu/as/data/.
Professional Development/Technical Assistance Sessions
Grantees are expected to have personnel (coordinators, data entry staff, instructors, etc.) attend appropriate Academic Support professional development workshop and data training sessions. We welcome your input and feedback on the workshops. A schedule of sessions will be sent to grantees and posted on the Department's Academic Support web pages (http://www.doe.mass.edu/as/pd/).
