Grants and Other Financial Assistance Programs: FY2008

Special Education Corrective Action Assistance
Fund Code: 252

Purpose: Federal special education funds will assist public school districts, charter schools, and Department of Education approved private special education schools to implement Corrective Action Plans in response to Coordinated Program Review findings under special education criteria (and criteria in other program areas such as Civil Rights/Methods of Administration or English Language Learner Education that are related to special education) and to improve services to students with disabilities.
Priorities:
  1. Provide consultation to administrators to facilitate the district or approved private school's management of resources to implement the approved Corrective Action Plan for special education and other criteria related closely to special education.

  2. Support the implementation across program areas of the school's or district's approved Corrective Action Plan for special education and other criteria related to special education.

  3. Provide consultation, training, and related materials that will lead to systemic change in the school or district in areas related to special education cited in the Coordinated Program Review Final Report.

  4. Where no findings of non-implementation or partial implementation related to special education were made in the Coordinated Program Review Report, or where all such findings are being addressed to the satisfaction of the Department without need of these funds, provide support to the school or district in strengthening aspects of special education identified by it as needing improvement.

Eligibility:

Public school districts or approved private schools that:

  1. have received a Coordinated Program Review in the current or previous school year;

  2. have an approved Corrective Action Plan;

  3. have submitted required progress reports; and

  4. (for public schools only) have met requirements to receive FY2008 Special Education Entitlement (Fund Code: 240) grant funds.

Funding:

Approximately $350,000 will be available to school districts and approved private schools through this grant program. Eligible schools and districts may request funds as follows:

Fund Use:

Funds may be used for stipends, contractual services, supplies and materials, travel, memberships and subscriptions, and printing and copying of materials. These line items may be found in sections 1-3 and 5-9 of Part II (Project Expenditures - Detail Information) of the Application for FY2008. Funds may not be used for staff salaries, computer hardware (except for laptops under the circumstances described below), furniture, equipment, or renovations of facilities. Funds may not be used to pay for meals during trainings, to pay for direct services to students, or to pay administrators for administering this grant. Funds may not be spent for one-time uses that will not result in systemic change in the private school or district. Funds may not be used for expenses that have been incurred before approval of the grant application.

Use of funds for laptops or web-based systems of data management: Funds may be used to purchase laptop computers or to develop a web-based system for data management if the purchase or development addresses a finding of noncompliance in special education or an area related closely to special education. If there were no such findings or all such findings have been corrected to the satisfaction of the Department, a proposal to use these funds to purchase laptops or to develop a web-based data management system must indicate how this use of funds will help strengthen aspects of special education identified by the school or district as needing improvement. All proposals to purchase laptops must indicate what measures will be taken to prevent their theft; all proposals to purchase laptops or to develop web-based data management systems must indicate how the school or district will ensure the confidentiality of student data.

Use of funds for the reprinting of handbooks: Funds may be used to pay only for that proportion of the cost of reprinting a handbook that is attributable to the correction of noncompliance found under special education criteria or other closely related criteria.
