School Partnerships with the Central Massachusetts Communities of Care Project

| Purpose: | The purpose of this federal grant program is to support the partnership of select school districts in Worcester County with the Central Massachusetts Communities of Care Project (CMCC) for the purpose of developing and implementing Positive Behavioral Interventions and Supports (PBIS). PBIS is a tiered system for improving school climate by supporting positive behavior throughout school. Schools participating in this grant program will receive PBIS training and associated technical assistance and other resources from the Central Massachusetts Communities of Care Project. CMCC is a provider of care management services for youth with serious emotional disturbance and has two community-based family centers in Worcester County. The school district-CMCC partnership is designed to identify at-risk students who are in need of mental health services and to reduce and/or prevent court involvement among students with emotional impairment. The funds awarded under this grant will support district administrative costs and are designed to ensure sustainable implementation and long-term success of this initiative in participating schools.

| Priorities: | The priorities of this grant program are to:
increase the capacity of school districts in Worcester County to foster positive school climates, support positive behaviors throughout participating schools, and to reduce disruptive behaviors; and
increase participating schools' ability to identify students, grades 4-8, in need of mental health services and to respond to the need for intensive support via both internal capacity and community-based specialty providers of coordinated wraparound services. |
| Eligibility: | Public school districts, charter schools, and education collaboratives are eligible for this grant program. Private special education schools are not eligible. Participating schools must serve students in grades 4-8.
This is a multi-year grant program. Applicants must commit to participating in grant program activities for two consecutive fiscal years.
Cohorts 1 and 2 will be limited to schools and districts in Southern Worcester County. (See the chart under Funding for the applicable grant periods for Cohorts 1 and 2. See Appendix C for the list of eligible applicants for Cohorts 1 or 2.) |
| Funding: | A total of $240,000 is available over a five-year period. Applications may be submitted on behalf of one to three schools. Applicants may request up to $15,000 in a fiscal year, not more than $5,000 per school. Grants awards cover one fiscal year only. Recipients must reapply for continued funding and the same schools must participate in the second year. Funding is subject to appropriation each fiscal year.

| Fund Use: | Funds awarded under this grant are to provide the district with resources to implement and administer PBIS in designated schools. Funds may be used for stipends, salaries, fringe benefits, consultants, staff instructional materials, project-related computer software, printing, printing materials, and travel. Funds may not be used for student instructional materials, indirect costs, computers, computer hardware, or supplies costing more than $50 per item. PBIS training and external coaching will be provided to district staff through CMCC at no cost to the district. |
