Grants and Other Financial Assistance Programs: FY2008

ESE / Intel Mathematics Initiative

Purpose:

State funds will be used to provide content-based professional development in mathematics, with a focus on increasing the content knowledge of elementary and middle school mathematics teachers in high-need districts.

The Massachusetts Department of Elementary and Secondary Education (ESE) will partner with Intel to pilot an 80-hour mathematics course and support for a sustainable Mathematical Learning Community for seven cohorts of K-8 teachers (approximately 140 total). The course delivery will begin with five days of intact summer coursework (in August 2007) and will be completed during the 2007-2008 school year. The Mathematical Learning Community will be supported by ESE in the form of materials and training for facilitators based in the district or schools in which participants teach.

Priorities: Priorities are to support professional development in mathematics through teacher participation in the course and establishment of Mathematical Learning Communities.
Eligibility:

Priority has been given to districts that are either (a) underperforming or (b) identified currently for corrective action in mathematics under the No Child Left Behind Act of 2001. Districts in these priority categories have received a memorandum to solicit letters of interest to participate in the initiative.

Eligible districts have received notification that they have been selected based on the strength of their letters of interest, their commitment, and the level of need of students based on low performance on the MCAS.

Funding: The grant will be funded by Massachusetts FY2008 Budget Line Item 7061-9804. Grant awards will range from $10,000-100,000 (based on $500 per teacher participant plus up to 10% for administrative costs).
Fund Use:

Funds awarded shall be used to supplement, not supplant, state and/or local funds that would otherwise be used for proposed activities. Funds may be used for:

  1. stipends for teachers; and

  2. substitutes for teacher release time.

Funds may not be used for equipment or space rental.

Administrative costs may not exceed 10% of the total budget.
