REMINDER TO ALL RECIPIENTS OF FEDERAL ENTITLEMENT GRANTS
This is a reminder to recipients of certain federal entitlement grants, specifically, Title 1, Title II-A, Perkins, and IDEA( Special Education), that due to the federal practice of only a partial advanced funding award to the state in July, the initial payment on those grants will be a reduced percentage of the grant total. This practice has been in effect for the past several years, although the percentage has varied from year to year, program to program, depending on the actual percentage the Department has received.
As a result, the Department must prorate the initial allocations to recipients to not exceed the amount received from the U.S. Department of Education (USED). This will be reflected in the initial award payment notification letter issued from Grants Management. The initial award letter will indicate a reduced total award amount from what the grant recipient submitted, as well as a prorated initial payment. The Department expects to receive the grant award balances from USED in early October. Adjustments to the allocation amounts will be done automatically at the Department at that time.
Recipients may make requests for second payments by mid-October according to program need. Federal cash management requirements that grant funds be distributed on an as needed basis remain in effect.
When a second payment is approved Grants Management will issue an updated award notice, reflecting the full award amount.

Competitive Grant Deadline Extension
The Nutrition, Health, and Safety unit is extending the deadline for the following competitive grant opportunities.

Submissions already received by the Department will continue to be held for consideration until the August 25th deadline.

Important NCLB Grant Update
The Department established Friday, June 23, 2006 as the recommended submission date for the federal entitlement grants. However, due to the lateness in our receipt of allocation information from the United States Department of Education, we have been delayed in informing districts of their allocations for the No Child Left Behind grants.
We expect to provide districts with their NCLB grant allocations by the end of this week. Allocation amounts may be found on the Grants Management web site on Table A - on the following link: FY2007 District Allocation Amounts for Federal Entitlement/Allocation Grant Programs.
Therefore, we ask districts to wait until they have the final allocations and to submit their grant applications in early July.

REMINDER TO AGENCIES APPLYING FOR FY2007 GRANTS
The Standard Contract Form and Application For Program Grants should be signed by the superintendent, assistant superintendent, director, executive director, or other authorized administrator. As a general rule, principals, assistant principals, teaching staff, counselors, and specialists do not have such authorization. The number of proposals to be submitted is indicated in the Request for Proposals and on the Standard Contract Form. State finance regulations require that all proposals being submitted must have an original signature on the Standard Contract Form and Application for Program Grants.
