Grants and Other Financial Assistance Programs: FY2006

Content Institutes for 2006
Fund Code: 171/151

Purpose: The purpose of the 2006 Content Institute Program is to support schools and districts in the implementation of the science and technology/engineering, mathematics, English language arts and the arts curriculum frameworks and in their efforts to raise the achievement of students. The United States Department of Education provides federal funding to support the goals of the No Child Left Behind Act with a particular focus on increasing the number of highly qualified teachers who have competency in the subject areas that they teach.
Priorities:
  • First priority for funding will go to institutes that focus on science and/or technology/ engineering. Second priority for funding will go to institutes that focus on mathematics, English language arts, and the arts. Please see the "Priority Areas and Content Topics" sheet.

  • The institutes must strengthen the knowledge educators need for teaching the content of the standards in the curriculum frameworks.

  • All institutes must enhance teaching, learning, discussion, and the exchange of projects during and after the institute by:

    1. using the Massachusetts Online Network for Education (MassONE), the state teaching and learning portal; and

    2. providing access to Internet connected computers for participants during the institute; and

    3. if appropriate, using other content related technologies.

  • Each funded institute will form a MassONE Workgroup. Each institute must ensure that all participants have a MassONE account before the start of the institute. All funded institutes must send an appropriate representative (if possible, two representatives) to attend the Content Institute and MassONE Orientation on Tuesday, April 11, 2006 at the Department of Education in Malden. Eligibility:

Proposals must be submitted by a partnership of :

  1. a high need school district (see attached list); and

  2. a Massachusetts institution of higher education.

Additional partners may include: other school districts; other high need school districts; other institutions of higher education; cultural institutions; professional educational organizations; and businesses.

The applying school district must have received a letter approving the implementation of its 2005-2006 technology plan.

Funding:

For the FY2006 competition, approximately $750,000 is available for content institute awards. The Department anticipates funding 25-30 institutes.

Requests for funds should not exceed $25,000 per content institute and all proposed budgets are subject to negotiation. In cases where additional funding for instructional technology resources is justified, the maximum amount may be $30,000.

Institutes should be designed to serve 20-30 participants at a cost of $500 to $1,000 per participant. A minimum of 50% of an institute's participants must be affiliated with high need districts. Applicants are encouraged to include in-kind contributions or other sources of funding in their budgets.

Applicants must state the number of Department-sponsored participants they will serve and may charge no fees to these participants. (See Eligibility of Content Institute Participants under Additional Information.) Institutes may charge a fee for additional participants. Graduate credit must be available and must be at the expense of the participant.

Consideration for funding will also be based on the number and quality of proposals received, the availability of funding, and the geographic distribution of programs.

The Department of Education reserves the right to cancel an institute that has enrolled fewer than 20 participants two weeks prior to its start date and to discontinue the remainder of the grant funding.

Fund Use:

Allowable expenditures include:

  • consultant fees (maximum of $100/hour, up to $750 per 7.5 hour day of the institute);

  • in-state travel for instructors and staff;

  • instructional materials;*

  • printing of instructional and publicity materials;

  • advertising costs;

  • stipends for participants (not to exceed $200/participant); and

  • follow-up activities.

Project coordination and administration should total no more than 15% of the budget (including indirect costs).

*Providers are encouraged strongly to include instructional materials for teachers in their budgets or identify in-kind contributions for these materials.

Unallowable expenditures include:

  • equipment;

  • purchase of food;

  • space rental;

  • out-of-state travel;

  • fees for graduate credit;

  • funding for substitute teachers;

  • classroom materials for direct use by students;

  • online subscription services;

  • software site and multiple-user licenses; and

  • computer hardware.
