Subject: February 15, 2009 Charter School Claim Form Reporting and Training

The Department of Elementary and Secondary Education's school finance regulations require charter schools report enrollment as of February 15th of each year. This reporting represents the final claim period for fiscal year 2009 and is used to determine each charter school's final tuition payment. The deadline for submitting the February 15th Claim Form is 5:00 p.m. on Monday, March 2, 2009.

The instructions and certification form are provided below. Individual school claim forms are available for download from the Drop Box Central Charter School Claim Form link at www4.doemass.org.

In addition, a web/phone conference training on the February 15th Claim Form submission will conducted at 11 a.m. on Wednesday, February 11, 2009. If you would like to participate in the training, please register at http://www.doe.mass.edu/conference/?ConferenceID=604 by Monday, February 9, 2009.

Please keep in mind the following requirements when completing this important data submission:

  • As February 15th falls on a Sunday, please report your enrollment as of February 16, 2009;

  • Any pupil that has been enrolled at any time, and for any length of time, since the first day of school through February 16th must be included on the claim form;

  • As many data fields on the claim form are not collected by SIMS, data from the FY08 charter school database will be provided, where available. The charter school is responsible for verifying the accuracy of the pupil data provided, as well as providing the remainder of the information; and

    The claim form submission is considered incomplete without the concurrent submission of a signed, original Certification Form attesting to the accuracy of the data submitted. The signed, original Certification Form should be submitted via postal mail to:

The submission deadline for the claim form is 5:00 p.m. on Monday, March 2, 2009. Any charter school that fails to submit their claim form by this date and time may be subject to the withholding of their March 31, 2009 tuition payment.
