Subject: FY99 Chapter 70 Aid and Net School Spending Requirements

I am pleased to provide you with detailed information on FY99 Chapter 70 aid and net school spending requirements for each municipality and school district in the Commonwealth. This will mark the sixth consecutive year of full funding of this formula. I believe the Legislature and Administration deserve great credit for their continuing commitment to education reform, as evidenced by the FY99 aid increase of $277.4 million.

This package contains the following materials:

  • White pages -- show the detailed calculations for your community or district. A summary chart is also included showing the enrollment, foundation budget, minimum contribution, aid, net school spending, and professional development requirement for each school district in the Commonwealth.

  • Green pages -- describe the assumptions and formula changes used to develop the school aid and net school spending requirements.

  • Blue pages -- explain the components that make up the foundation budget, including the final dollar amounts assigned to each factor for FY99.

  • Yellow pages -- provide the calculations and formulas used to determine school aid, minimum local contributions, and total net school spending requirements
