Spreadsheet Issues, 2006-2007 End of Year Pupil And Financial Report

School officials completing the FY07 End of Year Pupil and Financial Report (EOYPFR) are encouraged to contact DOE about any technical difficulties they encounter (downloading and uploading, macros, printing, cell references, etc). If such problems are confirmed, this document will identify them and explain how to correct them if necessary.

  1. Amendment smart form

    Amendments can be made using the automated amendment smart form on the secure portal. Download instructions Download PDF Document Download MS WORD Document

    Do not use Firefox as a browser for this application - it doesn't seem to work.

    Amendments from the previous week will be processed by the end of the day each Monday.

  2. Schedule 11 downloading

    After a district uploads its completed EOYPFR, the Department of Education populates the regular and vocational education membership into Schedule 11, using SIMS data submitted during the summer of 2007. Districts should check the Security Portal drop box-outbox folder-to download their updated file.

  3. Early childhood grants

    The Department of Education no longer handles the administration of federal or state early childhood grants so we did not include these amounts with the grant data that we populated on lines 300 and 510. If your district received any early childhood grants, report federal awards (such as Early Childhood Special Education grants) on line 481 and any state grants (such as Community Partnerships for Children) on line 590.

  4. Edit 12 - correspondence of pupils and costs

    Row 879, which checks the correspondence between tuition and special education students enrolled in a variety of settings, can be ignored if there are any pupils in cell i878 and no tuition in cell e873.

    The edits on row 889 and 890, which compare schedule 4 tuition to mass public schools (col 8, public residential institutions) to schedule 11 line 5039 col 6 (all ages, tuitioned to public residential institutions) can be ignored.

  5. Edit 2 - correspondence expenditures between schedule 1 and schedule 7

    The schedule 7 expenditures in row 49 do not include transportation for choice/charter (line 4280). If your district has reported spending on line 4280, and that accounts for the difference between schedule 1 and schedule 7, this edit should be ignored.

  6. Obtaining final DOE copies of FY06 end of year pupil and financial reports.

    For the first time this year, DOE posted final FY06 EOYPFR's (as of July 3rd) for each district on the security portal. The purpose was to ensure that districts are in agreement that their submission(s) and amendments were processed and reflected in DOE's final version. When the FY07 files were created and posted on the portal, the FY06 final versions were removed, to avoid confusion. However, we would be happy to re-post or email the FY06 file upon request.

  7. Obtaining amended DOE copies of FY07 end of year pupil and financial reports.

    We will post the final version of every district's FY07 report to the dropbox in July. In the meantime if you need a copy reflecting all amendments to date, contact Lynn McKnight at 781-338-6511 lmcknight@doe.mass.edu and she will post the current file. Remember that amendments are processed every Monday, so wait until after that to make the request.

Helpful Hints

  • If you get a macro error on schedule 3, it may be that you are using a version of the file that has been saved with a name other than the standard "07eoy***.xls" (where the *** represents your three-digit lea code). Save the file under the original name and the problem usually disappears.

  • Enabling macros: macros must be enabled for the schedule 3 update or print macros to work. Some spreadsheets have security set at the highest level in the "tools\macros\security" menu. A lower level usually works, although in some cases it is a local network problem.

  • Remember that there is a print menu: hit "control p".

  • If numbers appear on the screen as asterisks, use a higher zoom level (View\Zoom).
