| Purpose: |
The purpose of these one-time federal McKinney-Vento American Recovery and Reinvestment Act Program (ARRA) funds is to assist districts and schools in developing and enhancing the district's capacity to provide services to homeless children and youth enrolled, attending, and succeeding in the local school district. |
| Priorities: |
A school district may use McKinney-Vento ARRA funds to develop or enhance the capacity of their program to assist homeless children and youth in enrolling, attending, and succeeding in school by addressing some or all of the following activities.
Professional development activities for educators and pupil services personnel (including Parent Information Center staff, school enrollment staff/registrars, guidance counselors, social workers, shelter staff, community service providers) in order to increase their knowledge and/or skills in working with homeless students and families, especially in the areas of:
trauma informed care/classrooms; and
accessing benefits and services.
Development of services/assistance programs/early indicator strategies that attract, engage, and retain homeless students and unaccompanied youth in public schools.
Education and training for parents of homeless children and youth about their rights and the resources available under McKinney-Vento (e.g., Massachusetts Coalition for the Homeless First Stop Initiative).
Development and implementation of a service coordination plan between schools and service providers, especially in the following areas:
Interagency Council on Housing and Homelessness Regional Networks;
health (including dental and mental health) referral services;
activities to address needs that may arise from domestic violence; and
provision of pupil services (including violence prevention counseling) and referrals for such services.
Adaptation of space and purchase of supplies (e.g., computers, playground equipment) for non-school facilities to provide the services listed above.
Development of a sustainability plan detailing how the school district will institutionalize the services and accomplishments/lessons learned though the implementation of the district's McKinney-Vento American Recovery and Reinvestment Act Program.

Successful applicants are expected to establish a local Homeless Education Program Services Coordination Committee designed to assist the district in the development and enhancement of its capacity to assist homeless children and youth in enrolling, attending, and succeeding in school and in the development of a sustainability plan.
If a district is awarded funds through the McKinney Vento Homeless Assistance Grant Fund Code: 310-A, a single Homeless Education Program Services Coordination Committee can meet this requirement.

| Eligibility: |
Eligible applicants are those districts that have had an average of at least 100 homeless students enrolled for the past three years that data were collected by the Department: Boston; Brockton; Cambridge; Dennis-Yarmouth RSD; Fall River; Fitchburg; Framingham; Haverhill; Holyoke; Lawrence; Lowell; Lynn; New Bedford; Quincy; Springfield; Triton RSD; West Springfield; and Worcester. |
| Funding: |
Grant awards are subject to budget appropriation and submission of required documents.
Approximately $1,118,480 is available for this one-time funding opportunity.

| NOTE: | If a district does not submit an Intent to Apply by 5:00 p.m. on Friday, June 12, 2009, that district's allocation will be reallocated to other eligible districts. |

| Fund Use: |
A school district may use McKinney-Vento ARRA funds for activities that address the priorities listed above.
Funds may used for stipends; hiring of substitutes, consultants, and specialists related to the provision of professional development; curriculum development; and other technical assistance activities. Supplies purchased must be related to grant priorities. Grant funds are intended to supplement and not to supplant local, state, and/or federal funding.

*(All Department grants are awarded for one fiscal year at a time. The ARRA grants have been awarded to the state as part of the FY2010 budget appropriation. As with other federal entitlement grants, they are subject to the Federal Tydings Amendment, which allows any funds not expended in the year of appropriation to be carried over for obligation during an additional 15 month period. This makes the effective end date for use of these funds September 30, 2011. The Department is working currently on specific carryover procedures for these funds and this information will be provided as soon as it is available.) |

Funding Levels
ARRA Reporting Requirements: To ensure transparency and accountability, school districts will be required to report on how the ARRA funds are being spent and the results of the expenditures. Districts must maintain accurate, complete, and reliable documentation of all ARRA expenditures and be prepared to submit required quarterly reports to the Department of Elementary and Secondary Education (Department). Detailed reporting requirements will be announced as they become available. |
