Reading First Professional Development Partnerships

| Purpose: | The purpose of the federally-funded Reading First Professional Development Partnerships grant is to support identified school districts and schools in implementing professional development on critical K-3 literacy issues identified by the Reading First eligible districts. The grant will fund partnerships of eligible districts, schools, and institutions of higher education or other professional development providers with expertise in K-3 reading instruction to enhance the implementation of effective, research-based instructional practices and increase the numbers and percentages of students who are proficient readers by the end of grade 3. |
| Priorities: | Program priorities are to implement effective research-based early reading strategies that will close the achievement gap at grade 3. Priorities include:
the integration of language and literacy and content knowledge in science, social studies/history, mathematics, and literature;
strategic vocabulary instruction, including academic language across the content areas and discipline-specific vocabulary to support reading comprehension, writing, and spoken language;
enhancements to core reading instruction including engagement of students in reading, writing, and discussing high quality fiction and informational text;
the design and delivery of tiered literacy curriculum, including the use of data from screening, progress monitoring, diagnostic, curriculum-based, and outcomes assessments to inform instruction and intervention instruction for struggling readers;
foundations of early reading professional development, including the five components of reading as identified by the National Reading Panel (phonemic awareness, phonics, fluency, vocabulary, and comprehension), as well as motivation, engagement, writing in response to reading, and language development for all learners;
targeted language and literacy instruction to meet the needs of English learners and students with special needs; and
related critical issues in reading as identified by the district and connected to the district's proposed uses of stimulus funds.

| Eligibility: | This is a competitive grant for eligible school districts. See Part VII for the list of districts and schools eligible to apply. Eligible districts and schools are currently funded (2008-2009) Reading First districts and schools that are on the 2008 list of schools serving grade 3 and that are identified for Corrective Action and Restructuring in the aggregate or Restructuring for subgroups in English Language Arts (ELA) and have a grade 3 ELA CPI (Composite Performance Index) less than 80. Priority will be given to Commonwealth Priority Schools (2008 listing). |
| Funding: | In FY2010, approximately $300,000 is available to eligible school districts for competitive grants. These are matching grants. Districts must indicate how they will coordinate this funding with other funds in their district, including stimulus funds. The maximum of each partnership (district/partner) is $25,000 with a minimum match of $25,000 from district funds for one or more identified schools. A district may propose multiple partnerships in one grant application. Prioritize partnerships if more than one partnership is proposed and do separate budgets for each partnership and a combined budget for the district. Please note the possibility that additional funds provided by the Department may become available in the summer or fall. |
| Fund Use: | Reading First Professional Development Partnerships grant funds may be used only to support the grant priorities. Funds may be used for specific purposes, including:
providing effective professional development for K-3 teachers in the areas of:
the integration of language and literacy and content knowledge in science, social studies/history, mathematics, and literature/literacy instruction;
strategic vocabulary instruction, including academic language and discipline-specific vocabulary;
reading, writing, and discussion of high quality fiction and informational text to enhance core reading instruction for all students;
targeted language and literacy instruction to meet the needs of English learners and students with special needs;
tiered literacy curriculum delivery, including the use of data to inform instruction and intervention instruction for struggling readers;
the five components of reading as identified by the National Reading Panel (phonemic awareness, phonics, fluency, vocabulary, and comprehension), as well as motivation, engagement, writing in response to reading, and language development; and
related critical issues in reading as identified by the district and connected to the district's proposed uses of stimulus funds;
purchasing high-quality children's fiction and informational texts for school and classroom libraries, other curriculum materials associated with implemented practice related to the identified critical issue, and related professional development in support of the implementation;
conducting and reporting on a local evaluation of the effectiveness of the proposed initiative; and
other related items (e.g., stipends, partial salary of literacy coach or interventionists related to the implemented recommended practice, and ongoing professional development to support the implementation). |
