Grants and Other Financial Assistance Programs: FY2010

National School Lunch Program (NSLP) Equipment Assistance Competitive Grant Program
Fund Code: 721

Purpose: The purpose of this federally-funded grant (Public Law 111-5, the American Recovery and Reinvestment Act of 2009 [ARRA]) is for equipment assistance to School Food Authorities (SFAs) participating in the National School Lunch Program. When an SFA participates in other school meal programs (such as the School Breakfast Program, After School Snack Program, Fresh Fruit and Vegetable Program, or the Summer Food Service Program), in addition to the NSLP, those other meal services may benefit from the ARRA grant purchased equipment. For example, if an SFA participating in the NSLP and School Breakfast Program purchases a new refrigerator with the ARRA grant funds, food items for both federal programs may be stored in the refrigerator.
Priorities: Priority will be given to SFAs for equipment for schools in which at least 50% of the students are eligible for free or reduced-priced meals based on the October 2008 eligibility figures.
Eligibility: School Food Authorities participating in the National School Lunch Program with current program and recordkeeping requirements completed are eligible to apply.
Funding: Approximately $1,404,025 is available for this one-time appropriation. Priority will be given to SFAs for equipment for schools in which at least 50% of the students are eligible for free or reduced-priced meals.
Fund Use:

Grant funds must incorporate one or more of the following four focus areas.

  1. Equipment that allows SFAs to support and sustain expanded participation in a school meal program (e.g., equipment for serving meals in a non-traditional setting or to better use cafeteria space).

  2. Equipment that lends itself to improving the quality of school food service meals that meet the dietary guidelines (e.g., purchasing an equipment alternative to a deep fryer).

  3. Equipment that improves the safety of food served in the school meal programs (e.g., cold/hot holding equipment, dish washing equipment, refrigeration, milk coolers, freezers, blast chillers, etc.),

  4. Equipment that improves the overall energy efficiency of the school food service operations (e.g., purchase of an energy-efficient walk in freezer replacing an outdated, energy-demanding freezer).

Additional Information:

Criteria for Award of NSLP Equipment Assistance Grants to SFAs. Awards will be based on the:

  1. need for equipment assistance in participating schools with priority (or more weight) given to schools in which not less than 50% of the students are eligible for free or reduced-price meals;

  2. ability of applicant SFAs to expend fully grant funds within three (3) months of the award;

  3. ability to justify their degree of need for the equipment based on the four focus areas; and

  4. ability to follow all federal, state, and local procurement laws when purchasing equipment under these grants.
