Grants and Other Financial Assistance Programs: FY2010

Pathways One Stop Career Center Initiative
Fund Code: 627(School Year)/626(Summer)

Purpose: The goal of this state-funded grant program is to provide options that address the unique academic, employment, and career needs of post-12th grade students (Classes of 2003-2009) who need further assistance to attain the skills necessary to pass the MCAS in order to complete the state required Competency Determination for high school graduation. The services designed as part of this initiative will leverage a region's existing opportunities for remediation services in English language arts and mathematics. Outreach and services may additionally be offered to seniors (Class of 2010 students) who have not yet earned their Competency Determination. These services are to supplement currently funded local, state, and federal programs.
Priorities:

Funding priority will be given to One Stop Career Centers that have demonstrated previous success in providing student services. In addition, priority will be given to applicants that:

  1. promote student academic achievement by maximizing access to a) academic remediation services in English language arts and mathematics, as well as b) related support services available in the service delivery area. Proposed initiatives must develop a process to provide identified students with intake, assessment, ongoing support, and data management to monitor student progress;

  2. demonstrate strong partnerships with schools/districts, Local Workforce Investment Boards, community colleges, and other relevant community partners;

  3. propose innovative recruitment, extensive marketing, and outreach to post-12th grade students to establish a network of contacts as part of the initiative design;

  4. have the capacity to serve post-12th grade students from both local and regional areas;

  5. demonstrate staff experience in working with an at-risk population (examples of demonstrated experience may include participation in Connecting Activities, Communities and Schools for Success (CS2), Workforce Investment Act older youth services, or other related older youth services); and

  6. coordinate service delivery with other available resources, where they exist, in a service delivery region, including: school districts; Connecting Activities; Workforce Investment Act services; CS2; or other related student services. Whenever possible, service providers should be knowledgeable of, coordinate with, and further develop existing educational plans such as Educational Proficiency Plan (EPP) documents from school systems and any existing Individual Service Strategy (ISS) documents developed as a result of services received through the Workforce Investment Act.

Eligibility: One Stop Career Centers working in collaboration with schools/districts, Local Workforce Investment Boards, community colleges, and other partners (e.g., community-based organizations, etc.) are eligible to apply.
Funding: Pending state appropriation, funded One Stop Career Centers will receive an estimated maximum of $55,000 each. Providers can apply as a consortium and for an amount exceeding the funding cap of $55,000 per grant, taking into consideration the number of One Stop Career Centers in the consortium. Funding is not limited to one per region.
Fund Use: Funds may be used for salaries for program coordination, staffing for direct services and planning, counseling programs and services to educate parents and high school students on post-12th grade remediation options, consultant and contract fees to provide program-related professional development, and program supplies. In-kind contributions and other funds to support this grant program are encouraged greatly. A maximum of 15 percent of the total amount of the grant may be budgeted for supplies; and a maximum of 20 percent of the total budget may be used for the sum of administrative, management, and indirect costs.

*NOTE: The Budget and Budget Narrative Workbook is a Microsoft Excel file which includes macros that enable the workbook to compute totals and summary tables.

  2. pathways narrative evaluation guidelines and pathways activity data report

    Program coordinators must use the Pathways Narrative Evaluation Guidelines to report on the overall effectiveness of the program and the Pathways Activity Data Report generated through MOSES. The Narrative Report and Pathways Activity Data Reports are due on January 29, 2010, and July 30, 2010, for School Year programs and on September 30, 2010, for Summer programs.

  3. Required Student Data Submissions - Data Collection Template

    Individual student data are required to be submitted through the Department's Security Portal. These data are due on June 30, 2010, for the School Year program (Fund Code: 627) and September 30, 2010, for the Summer program (Fund Code: 626). Details will be provided by the Department to all grant recipients and will be posted to the Academic Support Data Collection website - http://www.doe.mass.edu/as/data/.

  4. Professional Development/Technical Assistance Sessions

    Grantees are expected to have personnel (coordinators, data entry staff, instructors, etc.) attend appropriate Academic Support professional development workshop and data training sessions. We welcome your input and feedback on the workshops. A schedule of sessions will be sent to grantees and posted on the Department's Academic Support website (http://www.doe.mass.edu/as/pd/).
