Grants and Other Financial Assistance Programs: FY2010

Academic Support Summer Enhancement Grant
Fund Code: 625-B

Purpose: The purpose of these state-funded supplementary summer programs is to enhance academic support in English language arts (ELA), mathematics, and science and technology/engineering for students in the Classes of 2003-2013 who are participating in MCAS Academic Support programs, in order to help these students meet the Competency Determination for a high school diploma. Programs will develop and pilot replicable models through professional learning communities and/or increased or enhanced services. These services are to supplement currently funded local, state, and federal programs.
Requirements:

Funded programs will carry out one or more of the following activities.

  1. Convene a Professional Learning Community (PLC) to develop skill building instructional modules that help students understand the concepts in the selected learning standards on the 10th grade ELA or mathematics MCAS, and/or the high school science and technology/engineering tests. These groups must create and pilot learning modules during existing summer 2009 programming. Refined versions are expected to be used during FY2010 Academic Support Programming (September 1, 2009 - August 31, 2010). Topics may include, but are not limited to: science and technology/ engineering; using indicator data to identify and better serve students who need more support; developing more trauma sensitive approaches to working with students; and Community Service-Learning (CSL) strategies and curriculum.

  2. Increase and/or enhance summer program services for students. Areas of focus may include, but are not limited to: CSL projects; project-based curriculum modules; Educational Proficiency Plan (EPP) development with students; behavioral health service supports; and transportation costs. Areas of focus will assist students to perform at the proficiency level of the ELA, mathematics, and/or science and technology/engineering frameworks.

Additional Requirements

  1. Proposed products are expected to be piloted during the summer of 2009 (July 1 - August 31, 2009) in the applicant's and/or in a partner's district, school, or collaborative. Refined versions are expected to be used during FY2010 Academic Support Programming (September 1, 2009 - August 31, 2010).

  2. Proposed work groups are expected to meet an adequate number of times during the development of the product(s) identified in the grant application, with additional time for piloting and refining the product(s).

  3. Proposed products will include a description of the development process, strategies, assessment, and resources relevant to its implementation.

  4. All funded entities must develop and share electronically with the Department of Elementary and Secondary Education (Department) a product (a learning module or project outline that other districts can look at and learn from) by September 30, 2009.

  5. All funded entities must submit individual student data information on students involved in the piloting of the proposed product. Data must be submitted through the Department's Security Portal by September 30, 2009. Details and instructions will be provided to all grant recipients and will be posted to the Academic Support Data Collection web pages.

Eligibility:

Eligible lead applicants are school districts, approved special education schools, and collaboratives that submitted applications for FY2009 Fund Code: 625 Summer grant programs. Each district may be a part of only one application (either as the lead applicant or as a partner). See Additional Information for a list of eligible entities.

Partners are encouraged (but not required) for all fund uses. Partnering entities should be listed on the Schedule C form (See Required Forms.) and may include, but are not limited to: other districts; approved private special education schools and collaboratives; One Stop Career Centers; Work and Learning programs; institutions of higher education; and Service-Learning alliances.

Intent to Apply:

ADDITIONAL REQUIREMENT: By Wednesday, June 10, 2009, a written Intent to Apply for this summer enhancement grant funding must be submitted.

We encourage you to use the online form. If preferred, though, send an email to achievement@doe.mass.edu with a very brief statement about your plan to apply for funds and identify the fund use option(s) you plan to implement.

Funding: Approximately $375,000 is available through this Fund Code. Up to $5,000 is available to each eligible district and $2,000 to each eligible approved private education school or collaborative.
Fund Use:

Funds may be used for:

  1. stipends for development and piloting of module(s);

  2. stipends for teachers and partners implementing the funded activities in the summer program(s);

  3. consultant and contract fees to provide program-related professional development; and

  4. relevant instructional materials and resources.

Funds from this grant may not be used to pay students in any of the programs.

Proposals must be received at the Department by 5:00 p.m. on the date due.

*NOTE: If all available funding has not been requested by June 19, 2009, proposals will be accepted and reviewed after that date on a first-come first-served basis (from any entity that submitted a School Year and/or Summer Academic Support Grant through Fund Codes: 632 and/or 625). Proposals will be reviewed until all available funds are encumbered, but note that applications received after June 19 may have a start date later than July 1, 2009.
