Grants and Other Financial Assistance Programs: FY2010

Workplace Education
Fund Code: 538

Purpose: The purpose of this grant program is to provide contextualized ABE/ESOL basic skills workplace instructional services to those who are lacking the basic foundation skills expected of a high school graduate and/or are limited English proficient.
Priorities: The priority is to support programs that provide services that are delivered through partnerships among businesses, (including labor organizations), workers, and education providers, supported by a combination of state and local matching resources for a maximum of three to five years.
Eligibility: Eligible recipients are those partnerships that are funded currently and can document evidence of continuing need in the workforce for Adult Basic Education instruction. The funded programs must provide a minimum of 32 weeks of instruction and enroll a minimum of seven students per class.
Funding: Continued funding of partnerships is subject to adequate state appropriations and performance. See Download MS WORD Document  Download PDF Document Table 1 - Funding Allocations.
Fund Use: Funds must be used for collaborations among businesses (e.g., consortia linked to specific industries or geographic locations), union-based partnerships, and employees to provide educational services to enhance workers' ability to meet current and emerging job requirements and/or to obtain job advancement. Funds must support the development of curricula based on current and emerging workplace contexts and be responsive to business and worker self-identified goals as specified through the workplace needs analysis and worker input on the Planning and Evaluation Teams.
