Perkins Act Allocation Grant Program - 2009 Postsecondary

Purpose: The purpose of this federal grant program is to assist public two-year colleges and school districts in improving postsecondary career/vocational technical education programs that meet the definition of career and technical education contained in the Carl D. Perkins Career and Technical Education Improvement Act of 2006 P.L.109-270 (Perkins IV).
Priorities: Perkins IV priorities are set forth in Perkins IV and in the Perkins IV Five-Year Local Plan Package - Postsecondary both at http://www.doe.mass.edu/cte/perkins/.
Eligibility: Information on eligibility is contained in the Manual at http://www.doe.mass.edu/cte/perkins/.
Funding: Public two-year colleges and school districts will receive notice from the State Director of Career/Vocational Technical Education of their postsecondary allocation when they are computed in the spring.
Fund Use:

Perkins IV allocation funds must be used in accordance with Perkins IV and the Massachusetts Perkins IV Five-Year State Plan for Career and Technical Education.

A portion of allocation funds must be used for professional development.

The Perkins IV Five-Year Local Plan must be submitted to the Career/Vocational Technical Education unit by April 18, 2008.

A rolling submission period has been established for submission of the Standard Contract Form and Application for Program Grants. In order to be reasonably assured that funds will be available by the beginning of the college/school year, the Standard Contract From and Application for Program Grants should be submitted by Friday, June 20, 2008.

Additional Information:

Note: Standard Contract Forms and Applications for Program Grants submitted or approved after September 1, 2008 can legally claim expenses to the grant only from the date of final Department approval. Therefore, it is important to have school district/public two-year college contact staff who can be reached in July and August to respond to questions, as needed.

  1. Submit the Perkins IV Five-Year Local Plan - Postsecondary by email to Margie Roberts at mroberts@doe.mass.edu.

  2. The due date is Friday, April 18, 2008.

  3. Name the electronic file with LP, fiscal year, college/district/consortium name, and date.

    Example: LP09_Massasoit_4-18-08.

  4. Note that Part 1 - Information and Certification Page must be submitted by regular mail because original signatures are required.

  5. Submit Part 1 by Friday, April 18, 2008, to:

Submit by email a copy of the Standard Contract Form and Application for Program Grants Part I - General - Signature Page and Part II - Budget Detail Pages. Submit a Signature Page with an original signature of the President/Superintendent.
