EXECUTIVE SUMMARY

This grant book contains materials for the FY2009 competitive Request for Proposals for the federally-funded Even Start Family Literacy Program.

This grant opportunity meets the requirements and intent of the authorizing federal legislation of the: William F. Goodling Even Start Family Literacy Program Statute, Part B, Subpart 3 of Title I of the Elementary and Secondary Education Act (ESEA).

The purpose of this federal program is to help families break the intergenerational cycle of undereducation and poverty by working with the family in an integrated and coordinated approach to the delivery of services. This program seeks to support families in developing a strong educational foundation that enables them to reach their full educational, social, and economic potential.

The documents listed under Reference Documents should be reviewed prior to preparing a response to this RFP. All of the documents may be accessed on the Department's website.

Please note the following:

  • all applicants must submit a Letter of Intent to Apply by noon on Wednesday, April 30, 2008; and

  • proposals are due by noon on Thursday, May 15, 2008.

All questions regarding the RFP must be e-mailed to adale@doe.mass.edu by noon on Friday, May 9, 2008.

Responses will be sent via e-mail to all applicants who submit a Letter of Intent.
