Dear Applicants:
Enclosed for your review and response is the FY2008 Request for Proposals (RFP) for the Adult Basic Education (ABE) Distance Learning competitive grants (Fund Code: 669-B). This RFP is open to all Massachusetts not-for-profit community service providers, agencies, public school systems, and municipal agencies funded by Fund Codes: 340, 345, and 359 to provide Adult Basic Education services in the Commonwealth. In order to be considered as an eligible applicant for funding, an agency's program must:
meet the requirements and intent of the authorizing state legislation or federal grant regulations governing the program;
have conducted a successful ABE program during the current funding cycle (2006 through 2010); and
have technological equipment, skills, staffing capability, and resources to achieve the goals of this initiative.
Interested ABE programs should review carefully the publication entitled, Guidelines for Effective Distance Learning in Adult Basic Education Programs, published by the Massachusetts Department of Education's Adult and Community Learning Services unit
.
Applicants are asked to follow carefully the directions for obtaining grants from the Massachusetts Department of Education that are included in the RFP. Additional information is available in the publication, Grants for Schools: Getting Them and Using Them, available at:

You are reminded that federal and state regulations require that separate and auditable records be maintained for each project that you conduct. All funds must be administered in compliance with relevant federal and state laws, regulations, and policies and reports to ACLS must be complete and up-to-date.
