Perkins Act Allocation Grant Program FY2008 Postsecondary

Purpose: The purpose of this federal grant program is to assist school districts and public two-year colleges in implementing postsecondary education programs that meet the definition of Career and Technical Education contained in the Carl D. Perkins Career and Technical Education Improvement Act of 2006 P.L.109-270 (Perkins IV).
Priorities: Perkins IV priorities are set forth in the Carl D. Perkins Career and Technical Education Improvement Act of 2006 P.L.109-270 and in the Massachusetts Perkins IV One-Year Transitional State Plan for Career and Technical Education. Specific priorities that must be addressed for FY2008 are contained in the Perkins IV One-Year Transitional Local Plan Package for Public Two-Year Colleges and the Perkins Postsecondary Consortium - Spring 2007 posted at http://www.doe.mass.edu/cte/perkins/.
Eligibility:

In order to apply for FY2008 funds, school districts and public two-year colleges must have an estimated postsecondary allocation computed by the Department of Education to be at least $50,000.

School districts and public two-year colleges with an estimated postsecondary allocation of less than $50,000 may address a letter to the State Director of Career/Vocational Technical Education to request authorization to form or join a consortium to meet the minimum. The letter should be mailed to Margie Roberts at the address below by Friday, May 11, 2007.

Funding:

School districts and public two-year colleges will receive notice from the Department of Education of their estimated postsecondary allocation.

Receipt of postsecondary allocation funds by school districts and public two-year colleges is contingent upon the Department's acceptance of a Perkins IV One-Year Transitional Local Plan and approval of the required Standard Contract Form and Application for Program Grants.

Fund Use:

Perkins IV allocation funds must be used in accordance with the Carl D. Perkins Career and Technical Education Improvement Act of 2006 P.L.109-270 and the Massachusetts Perkins IV One-Year Transitional State Plan for Career and Technical Education.

At least 15% or $50,000 (whichever is less) of the allocation funds must be used for professional development.

Note: Standard Contract Forms and Applications for Program Grants submitted or approved after September 1, 2007 can legally claim expenses to the grant only from the date of final Department approval. Therefore, it is important to have school district/public two-year college contact staff who can be reached in July and August to respond to questions, as needed.
