Grants and Other Financial Assistance Programs: FY2008
Title IV, Part A: Safe and Drug-Free Schools and Communities (SDFSC)

| Purpose: | The purpose of this federal grant is to support programs that:
prevent violence in and around schools;
prevent illegal use of alcohol, tobacco, and drugs;
involve parents and communities; and4. coordinate with related federal, state, school, and community efforts and resources to foster a safe and drug-free learning environment that supports student achievement.

| Priorities: | Applications funded through this grant shall address the following priorities:
activities/programs that comply with the SDFSC Principles of Effectiveness;
a safe and drug-free learning environment that supports academic achievement;
activities/programs designed to prevent and reduce: violence; the use, possession, and distribution of illegal drugs; and delinquency;
creation of a well disciplined environment conducive to learning;
consultation among teachers, principals, and other school personnel, including the district homeless liaison, to identify the early warning signs of drug use and violence to develop behavioral interventions as part of classroom management efforts; and
timely, meaningful consultation with representatives of state and local government, schools to be served (including private schools), teachers, other staff, parents, students, community-based organizations (CBOs), and others with demonstrated, relevant expertise in drug and violence prevention, e.g., medical, mental health, and law enforcement professionals.

| Eligibility: | All districts may apply for funds. |
| Funding: | Each district's allocation will be based on the following statewide formula: 40% of the total funds available will be distributed on a per pupil basis and the remaining 60% will be distributed based on the relative share of Title I funds received in the preceding fiscal year. | Fund Use: | Districts shall use funds to adopt and carry out a comprehensive substance use and violence prevention program based on the SDFSC Principles of Effectiveness. No more than 2% of the funds can be used for administrative costs associated with carrying out the responsibilities of the grant. No more than 20% of the funds can be used for costs associated with activities related to safety/security personnel and equipment. |

Note: Applications submitted or approved after September 1, 2007 can legally claim expenses to the grant only from the date of final Department approval. Therefore, it is important to have district contact staff who can be reached in July and August to respond to questions, as needed. |
