Grants and Other Financial Assistance Programs: FY2008

Special Education - Program Improvement

Purpose: The purpose of this federal grant program is to fund professional development activities that will increase the capacity of personnel in approved Massachusetts private special education schools and programs in meeting the diverse needs of their students.
Priorities:

The priority of this grant program is to enhance program-based induction and mentoring programs and to advance the skills of educators involved with students with disabilities through professional development activities.

All funded programs must be high quality, sustained, and intensive in order to have a positive and lasting impact on classroom instruction and outcomes for students with disabilities. Funded programs must address one or both of the following topics.

  • Priority #1 - Induction/Mentoring

  • Priority #2 - Curriculum Development, Instruction, and Classroom Assessment

Eligibility: Only Massachusetts approved private special education schools and programs may be awarded funds under this grant. Agencies with multiple approved schools/programs may submit a proposal from any additional individually approved program that has an enrollment greater than 35 students.
Funding:

Up to $250,000 is available for this program. Award amounts will be based upon the total number of publicly funded special education students from Massachusetts enrolled on October 1, 2006, which is consistent with the date on which the Massachusetts Public Student Enrollment count is based.

Fund Use:

The following are allowable costs.

  • Stipends

  • Fringe (related to stipends only)

  • Tuition costs for college/university courses

  • Conference registration costs

  • Supplies, materials, and books specifically for training purposes and professional development

  • Printing and reproduction of training materials

  • Consultant fees

  • Substitutes

  • In-state travel - maximum of 10% of total grant award

Funds may not be used for:

  • computer hardware or software;

  • indirect costs;

  • direct services or materials for students;

  • out-of-state travel; and

  • restraint training as required under 603 CMR 46.00.

Information:
  • Applications submitted or approved after September 1, 2007 can claim legally expenses to the grant only from the date of final Department approval. Therefore, it is important to have school contact staff who can be reached in July and August to respond to questions, as needed. All proposals must be submitted to the Department no later than October 30, 2007.

  • Applicant agencies are required to submit a Progress Report detailing the school's efforts to provide professional development as outlined in the grant proposal. The Progress Report will be due February 15, 2008. Applicant agencies will receive additional information prior to the submission deadline.
