Grants and Other Financial Assistance Programs: FY2007
Title I, Part A
Fund Code: 305
| Purpose: | Title I, as reauthorized under the No Child Left Behind Act of 2001, provides resources to local school districts to assist low achieving students in high poverty schools to meet the state's challenging academic standards. |
| Priorities: | The priorities of Title I are to:
strengthen the core program in schools and provide academic and/or support services to low achieving students at the preschool, elementary, middle, and high school levels in support of NCLB goals; provide programs based on scientifically based research that enable participating students to achieve the learning standards of the state curriculum frameworks; elevate significantly the quality of instruction by providing staff with substantial opportunities for professional development; and involve parents of participating public and private school children in the development of and participation in the program, activities, and procedures for parents and students to improve student achievement. |
| Eligibility: | A district is eligible to receive funds based on criteria established by the United States Department of Education. Grants are awarded to local school districts after state review and approval of the local plan. |
| Funding: | Title I, Part A allocations will be posted on the Grants Management web site when they become available. http://finance1.doe.mass.edu/grants/ |
| Fund Use: | Funds may be used to provide academic, instructional, and support services for eligible students, professional development activities for staff, support for parent involvement activities, and the purchase of appropriate supplies and materials. |

Required forms:
ALERT
The Coordinated Budget Workbook and the NCLB Coordinated Program Narrative and Required Forms document are coordinated to incorporate all six NCLB programs (T I, T II-A, T II-D, T III, T IV, and T V).
Only one complete Coordinated Budget Workbook, including all Title Budgets, and one Coordinated Program Narrative and Required Forms document, containing all Title Required Forms, should be submitted to the Department. Stand-alone applications for all these Titles will not be accepted. |
NOTE TO SCHOOL DISTRICT PROGRAM COORDINATORS
The NCLB grant application includes two components:
*The Coordinated Part I - Cover Page (Standard Contract Form and Application for Program Grants) is contained in the Coordinated Budget Workbook.
The school district staff person appointed by the Superintendent will be responsible for submitting the Coordinated Part I - Cover Page to the Department.

Note:
Applications submitted or approved after September 1, 2006 can legally claim expenses to the grant only from the date of final Department approval. Therefore, it is important to have district contact staff who can be reached in July and August to respond to questions, as needed. |
Note to School District NCLB Title Program Coordinators: |
The Coordinated NCLB Title grant program application (NCLB Coordinated Budget Workbook - [EXCEL] and the NCLB Program Narrative and Required Forms [MS WORD] document) will be submitted electronically to the Department of Education by the school district staff person appointed by the Superintendent. Individual NCLB Title Program Coordinators are not to submit their Title grant application(s) to the Department. All NCLB applications need to be submitted electronically and at the same time by the designated district person.
Reminder:
Only one Coordinated Budget Workbook, including all Title Budgets, and one Coordinated Program Narrative and Required Forms document, including all Required Title Forms, should be submitted to the Department. |
