Grants and Other Financial Assistance Programs: FY2007
Title V: Innovative Programs
Fund Code: 302
| Purpose: | This federal Innovative Programs formula grant supports education reform efforts; innovation based on scientific research; the purchase of instructional, library, and media materials; and the implementation of programs to improve student, teacher, and school performance. |
| Priorities: | The priorities for the use of Title V funds are to:
assist with local education reform efforts that are consistent with and support the Massachusetts Curriculum Frameworks;
provide funding to enable school districts to implement promising educational reform programs and school improvement programs based on scientific research;
provide a continuing source of innovation and educational improvement, including support programs to provide library services and instructional and media materials;
meet the educational needs of all students, including at-risk and homeless students; and
develop and implement education programs to improve student, teacher, and school performance, including professional development activities and class size reduction programs. |
| Eligibility: | Funds are awarded to each school district based on the community's K-12 enrollment combined with the enrollment of private non-profit schools in the community that participated in Title V the prior year, with an adjustment to provide higher per-pupil allocations to school districts that have the greatest percentages of students from economically disadvantaged families. |
| Funding: | Title V allocations will be posted on the Grants Management web site when they become available. For planning purposes, districts can estimate FY2007 Title V allocations at 50% of their FY2006 amounts. | Fund Use: | Districts have discretion in determining how funds are distributed among the areas of innovative assistance outlined in the statistical section of the application. Funds must be used to supplement, and not supplant, any other federal, state, or local education funds. |

Required forms:
ALERT
The Coordinated Budget Workbook and the NCLB Coordinated Program Narrative and Required Forms document are coordinated to incorporate all six NCLB programs (T I, T II-A, T II-D, T III, T IV, and T V).
Only one complete Coordinated Budget Workbook, including all Title Budgets, and one Coordinated Program Narrative and Required Forms document, containing all Title Required Forms, should be submitted to the Department. Stand-alone applications for all these Titles will not be accepted. |
NOTE TO SCHOOL DISTRICT PROGRAM COORDINATORS
The NCLB grant application includes two components:
*The Coordinated Part I - Cover Page (Standard Contract Form and Application for Program Grants) is contained in the Coordinated Budget Workbook.
The school district staff person appointed by the Superintendent will be responsible for submitting the Coordinated Part I - Cover Page to the Department.

Additional Information: | Note: Applications submitted or approved after September 1, 2006 can legally claim expenses to the grant only from the date of final Department approval. Therefore, it is important to have district contact staff who can be reached in July and August to respond to questions, as needed. |
Note to School District NCLB Title Program Coordinators: |
The Coordinated NCLB Title grant program application (NCLB Coordinated Budget Workbook - [EXCEL] and the NCLB Program Narrative and Required Forms [MS WORD] document) will be submitted electronically to the Department of Education by the school district staff person appointed by the Superintendent. Individual NCLB Title Program Coordinators are not to submit their Title grant application(s) to the Department. All NCLB applications need to be submitted electronically and at the same time by the designated district person.
Reminder:
Only one Coordinated Budget Workbook, including all Title Budgets, and one Coordinated Program Narrative and Required Forms document, including all Required Title Forms, should be submitted to the Department. |

PLEASE NOTE:
Enrollment figures for private, non-profit schools that participated in Title V the prior year are used in the calculations of Title V allocations. A private, non-profit school is able to participate in Title V in any given year even if it did not participate the prior year. It is recommended that districts encourage all private, non-profit schools to participate. SEC. 5112 (c) (1) (B)
Districts receiving Title V allocations will be required to submit year-end summary and evaluation information, including data on student and staff participation numbers. Details regarding this submission will be sent to districts before the end of FY2007. Release of FY2008 district funds may be subject to meeting year-end reporting requirements.
