| Purpose: | This federal grant program is intended to help districts improve student achievement through the use of technology in their schools. Also, it is designed to assist students in becoming technologically literate by the end of eighth grade. Lastly, it encourages high quality professional development that uses research-based instructional strategies to integrate technology effectively into the instruction. |
| Priorities: | School districts must have a long-range strategic technology plan on file that aligns with the recommended Local Technology Plan Guidelines (School Years 2004-2005 through 2006-2007).

The applicant must demonstrate how the district(s) will:
provide ongoing, sustained professional development for teachers, principals, administrators, and school library media personnel to further the use of technology in the classroom or library media center;
use advanced technology to improve academic achievement and technology competency for all students, particularly to ensure that eighth grade students achieve technology competency requirements;
identify and promote relevant research-based curricula and teaching strategies that integrate technology effectively into the district's curricula to improve student academic achievement;
encourage the development and use of innovative strategies for delivering specialized or rigorous courses through the use of technology, including distance learning technologies, for students in areas that would not otherwise have access to such courses or curricula due to geographical isolation or insufficient resources;
use technology effectively to increase communication with parents and promote parental involvement;
ensure that all students and teachers have equitable access to advanced technology and are connected to the Internet;
ensure that the selection of software and other electronically delivered learning materials are interoperable and are used to the fullest extent possible; and
develop a process to evaluate the extent to which the funded activities are effective in integrating technology into the curricula and instruction, increasing the ability of teachers to teach, and enabling students to reach challenging state academic standards with technology. |
| Eligibility: |
Formula grant funds will be distributed only to school districts that receive funds under Part A of Title I.
School districts must have a long-range technology plan approved through June, 2007 in order to be eligible for the funding. |
| Funding: | Title II, Part D allocations will be posted on the Grants Management web site when they become available. http://finance1.doe.mass.edu/grants/
School districts that receive smaller appropriations are encouraged to collaborate with other districts using Schedule A. |
| Fund Use: | Funds received shall be used to supplement, not supplant, state and/or local funds that would otherwise be used for the proposed activities.
At least 25% of the grant funds must be used for ongoing high-quality technology professional development. This may include payment for consultants, teacher substitutes, stipends, and materials for professional development. In addition, the following are acceptable expenditures but they should not be included as items identified for professional development: project coordination; purchase of hardware and software; program evaluation; dissemination; etc. Grant funds may not be used for space rental and food. |

The Coordinated Budget Workbook and the NCLB Coordinated Program Narrative and Required Forms document are coordinated to incorporate all six NCLB programs (T I, T II-A, T II-D, T III, T IV, and T V).
Only one complete Coordinated Budget Workbook, including all Title Budgets, and one Coordinated Program Narrative and Required Forms document, containing all Title Required Forms, should be submitted to the Department. Stand-alone applications for all these Titles will not be accepted. |
NOTE TO SCHOOL DISTRICT PROGRAM COORDINATORS
The NCLB grant application includes two components:
*The Coordinated Part I - Cover Page (Standard Contract Form and Application for Program Grants) is contained in the Coordinated Budget Workbook.
The school district staff person appointed by the Superintendent will be responsible for submitting the Coordinated Part I - Cover Page to the Department.

Applications submitted or approved after September 1, 2006 can legally claim expenses to the grant only from the date of final Department approval. Therefore, it is important to have district contact staff who can be reached in July and August to respond to questions, as needed. |
Note to School District NCLB Title Program Coordinators: |
The Coordinated NCLB Title grant program application (NCLB Coordinated Budget Workbook - [EXCEL] and the NCLB Program Narrative and Required Forms [MS WORD] document) will be submitted electronically to the Department of Education by the school district staff person appointed by the Superintendent. Individual NCLB Title Program Coordinators are not to submit their Title grant application(s) to the Department. All NCLB applications need to be submitted electronically and at the same time by the designated district person.
