Adult and Community Learning Services

Dear Applicant:

I am pleased to issue the Adult Basic Education Open and Competitive Request for Proposals (RFP). Successful applicants will receive a multi-year grant award beginning in FY2006, renewable each year through FY2010. All grant renewals are subject to future appropriations and to demonstration of satisfactory performance.

FY2005 represents the fifth and final year of multi-year grant awards to over 150 organizations across the state that have provided Adult Basic Education services. As a result of the work of these organizations, thousands of under-educated and limited English proficient adults have acquired the literacy and language skills needed to reach their goals as parents, workers, and community members.

I encourage all applicants to attend the Bidders' Conferences in order to understand better all the requirements of the RFP. The Department anticipates that a large number of communities and organizations than ever before will apply for this funding. Competition will be strong.

This RFP provides access to the following separate categories of grant programs with over $27 million in funding:

• Community Adult Learning Centers Grant Program, including the following program service options: ABE for the Homeless, Family Literacy, Participatory Health Education, and Volunteer Tutor Component;

• ABE Instructional Programs for Incarcerated Adults; and

• Volunteer Tutoring Services Outside Classroom-Based ABE Programs.

I encourage organizations with experience educating adults to apply for these grants. The challenges are great but the opportunities to make a significant difference in the lives of adults, their families, and our communities are even greater. I look forward to continuing to support effective Adult Basic Education services in Massachusetts. With your help, we can improve the lives of many of our residents and build a stronger Commonwealth.
