Grants and Other Financial Assistance Programs: FY2006

Academic Support Partnering Program for Students from the Classes of 2003-2007

Purpose: The goal of this state-funded program is to provide academic instruction (English language arts and mathematics) and support services that enable students from the Classes of 2003-2007 to continue to pursue a Competency Determination through the delivery of programs developed collaboratively by school districts, One Stop Career Centers, community colleges, and other partners in underserved areas of the state.
Priorities:

Priority will be given to providing programs in regions of the state that are not presently served (or are significantly underserved) by Academic Support programs in area school districts, community colleges, and One Stop Career Centers.

Proposed programs must also meet the following criteria.

  1. Programs must be developed through a collaborative planning process by the school district(s), community college, and One Stop Career Center(s) from the region.

  2. Programs must demonstrate that the specific needs of students to be served are considered. This includes, but is not limited to, placing students in developmentally appropriate settings and providing multiple pathways to further education while providing career services and employment opportunities.

  3. All students enrolled in programs through this grant must receive small group and/or individual instruction that addresses identified gaps in their acquisition of knowledge and skills in English language arts and/or mathematics as described in the students' Individual Student Success Plans (or similar types of documented information).

  4. Programs must demonstrate that services provided by the partner organizations promote and support the academic achievement and pursuit of a Competency Determination by students.

  5. The roles and responsibilities of each of the partners in developing and delivering programs and/or services must be described clearly.

Eligibility: Eligible applications must be submitted by a partnership that includes at least one of each of the following three types of institutions/organizations: 1) public school district, charter school, approved private special education school, and/or educational collaborative; 2) community college and/or other type of higher education institution; and 3) One Stop Career Center. The partnership members must identify the lead applicant prior to submission.
Funding: Up to $350,000 is available statewide, with up to $100,000 available per grant award. Final grant recipients and awards will be determined based on the identified purpose and scope of the grant as well as the quality of proposed programs. Where appropriate, the area's current collaborative efforts, number of students served, and quality of academic and student support services provided will also be considered.
Fund Use:

Funds may be used for:

  • salaries for qualified teachers of English language arts and/or mathematics;

  • salaries to support direct services, planning, and program coordination;

  • consultant and contract fees to provide program-related professional development or costs for supplementary tutoring/mentoring programs or services;

  • program supplies;

  • incentives for students that remove barriers for participation; and

  • necessary student transportation.

NOTE: Funds used to provide services to students who do not meet the eligibility requirements of this grant constitute grounds for a request of return of funds for those students. Additionally, those recipients enrolling significantly fewer students than proposed may be requested to return unused funds for redistribution.

    Grantees are required to prepare a narrative report on the overall effectiveness of the program, using the Department's Narrative Evaluation Guidelines. Reports are due September 29, 2006.

  • Individual Student Data Information is required to be submitted through the Department's Security Portal. Details and dates will be provided by the Department upon grant approval and will be posted to the Academic Support Data Collection web pages - http://www.doe.mass.edu/as/data/.

  • Grantees are expected to have personnel (coordinators, data entry staff, instructors, etc.) attend appropriate Academic Support professional development workshop and data training sessions. We welcome your input and feedback on the workshops. A schedule of sessions will be sent to grantees and posted on the Department's Academic Support web pages.
