4. IMPORTANT NOTICE REGARDING FY2012 GRANTS
FOR SUPERINTENDENTS AND OTHER INTERESTED PARTIES REMINDER TO AGENCIES APPLYING FOR ESE GRANTS
- State finance regulations require that all proposals being submitted must have an original signature on the Standard Contract Form and Application for Program Grants.
- The Standard Contract Form and Application For Program Grants should be signed by the superintendent, assistant superintendent, director, executive director, or other authorized administrator. As a general rule, principals, assistant principals, teaching staff, counselors, and specialists do not have such authorization.
- The number of proposals to be submitted is indicated in the Request for Proposals and on the Standard Contract Form.
- In accordance with state finance regulations, grant recipients can only expend funds from the date their grant was entered as approved into the Department's Grants Management system. This means that if a district wishes to expend grant funds as of a certain start date, the grant must have completed a programmatic review, and been submitted as approved to Grants Management prior to that start date. Districts may not use local funds to cover initial costs for a grant prior to receiving official approval from the Department, with the intent to reimburse themselves after receiving the award notice. Audit exceptions may be taken for any grant funds used for periods not covered by the award letter, leading to districts needing to pay back those grant funds for the unauthorized expenditures.

All ARRA recipients are asked to please review the Commonwealth of Massachusetts form "Contract Grant Amendment." This document further defines the performance and reporting requirements of ARRA funds, and supplements the "Statement of Assurances" that all recipients were required to sign prior to receiving any ARRA funding. This information is applicable to all ARRA funds, not just those received from ESE. This document is informational, so it does not need to be signed or returned to the ESE.
