2. IMPORTANT NOTICES REGARDING FY2010 GRANTS
FOR SUPERINTENDENTS AND OTHER INTERESTED PARTIES
REMINDER TO AGENCIES APPLYING FOR ESE GRANTS
State finance regulations require that all proposals being submitted must have an original signature on the Standard Contract Form and Application for Program Grants. The Standard Contract Form and Application For Program Grants should be signed by the superintendent, assistant superintendent, director, executive director, or other authorized administrator. As a general rule, principals, assistant principals, teaching staff, counselors, and specialists do not have such authorization. The number of proposals to be submitted is indicated in the Request for Proposals and on the Standard Contract Form.

All ARRA recipients are asked to please review the Commonwealth of Massachusetts form "Contract Grant Amendment." This document further defines the performance and reporting requirements of ARRA funds, and supplements the "Statement of Assurances" that all recipients were required to sign prior to receiving any ARRA funding. This information is applicable to all ARRA funds, not just those received from ESE. This document is informational, so it does not need to be signed or returned to the ESE. FY2010 Federal Entitlement Requests for Proposals
ROLLING SUBMISSION PERIOD AND DISTRICT GRANT COORDINATOR(S)
We have established a rolling submission period for the NCLB and special education entitlement grants. Applications submitted or approved after September 1, 2009 can legally claim expenses to the grant only from the date of final Department approval. Therefore, it is important to have district program staff who can be reached in July and August to respond to questions, as needed.
